Chrome doesn't ask you what to do when you try to download a file and there is already a file in your Downloads folder with the same name

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/66.0.3340.0 Safari/537.36 Example URL: https://download-chromium.appspot.com Steps to reproduce the problem: 1. Open Download Chromium. 2. Download a zip file containing Chromium. 3. Once that has completed, download another copy of Chromium. What is the expected behavior? Since you are trying to download a file (chrome-win32.zip) with the same filename as a file already existing in your Downloads folder (chrome-win32.zip), Chrome asks you what you want to do. What went wrong? Without asking you, Chrome just starts downloading chrome-win32 (1).zip since there is already a chrome-win32.zip in the Downloads folder. Did this work before? N/A Chrome version: 66.0.3340.0 Channel: canary OS Version: 6.1 (Windows 7, Windows Server 2008 R2) Flash Version:

Able to reproduce this issue on latest canary version 66.0.3341.0 using Windows 10,Mac 10.13.3 and Ubuntu 14.04. This issue is seen from M-60. Hence considering this issue as Non-Regression and marking as Untriaged. Thanks!
