Chrome doesn't ask you what to do when you try to download a file and there is already a file in your Downloads folder with the same name

Reported by 93m4qau...@gmail.com, Feb 6 2018

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/66.0.3340.0 Safari/537.36

Example URL:
https://download-chromium.appspot.com

Steps to reproduce the problem:
1. Open Download Chromium.
2. Download a zip file containing Chromium.
3. Once that has completed, download another copy of Chromium.

What is the expected behavior?
Since you are trying to download a file (chrome-win32.zip) with the same filename as a file already existing in your Downloads folder (chrome-win32.zip), Chrome asks you what you want to do.

What went wrong?
Without asking you, Chrome just starts downloading chrome-win32 (1).zip since there is already a chrome-win32.zip in the Downloads folder.

Did this work before? N/A
