Gaia fails to respond properly when signing in with a suspended user account

Issue description

Chrome Version: 10176.68.0
OS: M64.0.3282.144 stable paine

What steps will reproduce the problem?
(1) Sign in with a suspended user account.

What is the expected result?
An alert box will pop up saying something like the sign-in with an suspended account is not allowed.

What happens instead?
The sign-in dialog grays out and stays waiting indefinitely for Gaia's response. Fortunately, the screen is not locked and can be released by pressing the escape key.

This issue was checked against current and previous builds of M64 and M65 and concluded it was Gaia and not DMserver or build issue.

This is part of a sanity test case last verified fine on 2/1/2018. This issue was only noticed on 2/5/2018.

Could we file a corresponding buganizer issue for this and assign it to the GAIA team?

Status: Verified (was: Untriaged)
Verified no longer seen today on any ChromeOS build M63-M66 old and new so I believe this has been fixed on GAIA side.
