Chrome loses your tabs if you don't recover them upon reopening Chrome

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/66.0.3340.0 Safari/537.36

Steps to reproduce the problem:
1. Open tabs, such as google.com, chromium.org, bugs.chromium.org, maps.google.com, and keep.google.com.
2. Open about:inducebrowsercrashforrealz.
3. Chrome crashes on you.
4. Reopen Chrome. You are offered to restore your tabs.
5. Close Chrome without restoring your tabs.
6. Open Chrome again.
7. If your tabs are still there waiting for you, repeat steps 5 and 6 again.

What is the expected behavior?
Your tabs are still there, waiting for you, unless you tell Chrome that you aren't interested in them.

What went wrong?
Panic. No prompt to restore pages. Not in history. Not in recently closed. Just. Gone. Aaahhh!

Unable to reproduce this issue on latest canary 66.0.3341.0 using Windows 7 with steps mentioned below. Attaching screencast for reference.

1. Navigated to links given in comment#0, Inputed about:inducebrowsercrashforrealz in omnibox and canary crashed.
2. Opened canary and observed restore bubble >> Without restoring closed canary and reopened -- New window with history is seen.

NOTE: Closing chrome (without restoring tabs) and opening it doesn't open tabs previous to crash.

@Reporter: Could you please check the video and let us know if we miss anything. This would help in further triaging of the issue.

The problem with that is that browsing history is more than just the tabs you had open when Chrome crashed on you. That means that if you have already accumulated a ton of browsing history when Chrome crashes on you, it would be painful to have to sift through all of your old browsing history in search of tabs you might want back. Instead, the tabs that you had when Chrome crashed should be able to be found under Chrome menu > History > Recently closed.

Unable to reproduce the issue on latest chrome canary 66.0.3349.0 using Windows-7 with the below mentioned steps.
1) Launched chrome reported version, opened the tabs such as google.com, chromium.org, bugs.chromium.org, maps.google.com, and keep.google.com.
2) Open about:inducebrowsercrashforrealz, chrome got crashed
3) Reopened Chrome, chrome offered to restore your tabs, closed the browser
4) Opened Chrome again, History is seen in chrome://history

Sorry, the description of the issue should be edited to remove "Not in history". Not sure why I put that there. See comment #2 for why the tabs appearing in history is not sufficient.
