Issue description

This is a tracker bug for work relating to accessibility in Desktop PWAs. Tasks include:

- Implementing keyboard navigation of the title bar buttons
- Ensuring all window frame controls have good screenreader compatibility

Some keyboard shortcut things regarding the 3-dot menu:

- 3-dot menu needs to be focusable.
- Shift+Alt+T should focus the 3-dot menu (or perhaps the page action icons).
- Alt+F and Alt+E should open the 3-dot menu.
