EOL notification: "Don't remind me again" setting does not work in Guest mode.

Platform	10323.9.0 (Official Build) dev-channel lumpy

What steps will reproduce the problem?
1. AU device to 10323.9.0, 65.0.3325.35
2. Click on "Browse as Guest"
3. See "End of support" notification
4. Click on "Don't remind me again"
5. Sign out of guest session and click on "Browse as Guest" again.

What is the expected result?
"End of support" notification should not be displayed.

What happens instead?
"End of support" notification is shown.

Guest mode don't save any local states so this is work as intended.
