Investigate whether CrossProcessFrameConnector::SetView should be clearing the frame's size information

In CrossProcessFrameConnector::ResetScreenSpaceRect, we currently clear the frame's rect/last size. These values come from the parent, why do we need to clear them when changing the child?

In 82fd52abc249b5535789a42d2ead47e45a44b580, we separated the concepts of rect/size in CPFC, and we aren't clearing the size. While we do need to clear the surface, it doesn't look like we should be clearing the rects.
