Get 32 core machine for Android arm64 Builder (dbg)

Android arm64 Builder (dbg) spends 20+ mins in compile step, but it doesn't have to. Its cr-buildbucket.cfg says 8 cores, but we have 32-core machines and we do typically allocate 32 cores for CI builders.

Enable -j150 on Android CI builders.

If this works fine, we don't actually need to get 32-core machine :)
