On Mac, let users select a UI language other than the system language

Issue description

Chrome Version: 66.0.3340.0
OS: macOS 10.13.3

On non-Mac OSs, users are allowed to choose a Chrome UI language that's different from the system UI language. This isn't exposed on Mac.

From chatting with multilingual users, not being able to pick UI languages per-program is a common frustration. We should consider allowing it.
 
Hmm. Do we have any sense for how difficult this might be? And does it seem like we would get it "for free" with MacViews Browser?

I haven't investigated this yet, but I *suspect* that all of the machinery to do this on Mac already exists, and that it's just disabled because Mac apps traditionally always use the system language.

(So MacViews browser would neither help nor hurt.)
