Drag chrome window using multi resize handle and switch to tablet mode. Returning back doesn't regain its state.

Issue description

Chrome OS Version: 10323.12.0, 65.0.3325.39 dev-channel on eve device

What steps will reproduce the problem?
1. Snap a browser window on one side.
2. Attach an ARC++ app to chrome browser window.
3. When cursor hovered along the window attachment, multi resize handle shows up.
4. Use multi resize handle to drag browser window towards the left. Please refer the attachment 'position_1.png'.
5. Switch to tablet mode and come back to laptop mode.

What is the expected result?
Both the windows should regain back their original positions.

What is the actual result?
Chrome window didn't regain back its original position. Please refer the attachment (position_2.png).

I suspect it's an issue from day 1? When we restore a window from tablet mode to laptop mode, if the original window state is snapped state, we only restore its snapped window state but the default snapped window bounds. We probably should restore its customized snapped bounds as well.
