Issue descriptionnotifying culprits and filing bugs already takes care of bailing out if there is insufficient confidence, however we should still identify culprits when a suspected build is available, especially since steppiness yields a lot of false negatives.

Previously flake analyzer would bail out if there is insufficient confidence in the suspect. This however yields a lot of false negatives, and seeing as culprits are notified and bugs are logged also do their own confidence score checks, culprits should still be identified regardless.
