http/tests/fetch/chromium/keepalive-resource-exhaustion.html fails with Network Service

Issue description

This test has been failing continuously since this build: https://ci.chromium.org/buildbot/chromium.fyi/Mojo%20Linux/9863

It appears that this is the build in which this test was introduced by this change: https://chromium-review.googlesource.com/c/chromium/src/+/895422

yhirano@, please take a look at this failure.

This is a testharness.js-based test.
FAIL The number of requests with keepalive set should be restricted. assert_unreached: Should have rejected: undefined Reached unreachable code
Harness: the test ran to completion.

Add expectation for LayoutTest failing with Network Service

http/tests/fetch/chromium/keepalive-resource-exhaustion.html is failing
consistently when the network service flag is enabled.
