Managed Bookmarks on ChromeOS does not support Sub Folders

Issue descriptionUserAgent: Mozilla/5.0 (X11; CrOS x86_64 10176.65.1) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/64.0.3282.134 Safari/537.36 Platform: 10176.65.1 (Official Build) beta-channel samus Steps to reproduce the problem: 1. Create a Managed Bookmark within a folder using a Group Policy 2. Create a Managed Bookmark within a folder using the Control Panel What is the expected behavior? You will be able to create Managed Bookmarks with a folder structure within both environments. What went wrong? Administrators cannot create Bookmarks within a Folder Structure using only the Control Panel. Did this work before? N/A Chrome version: 64.0.3282.134 Channel: beta OS Version: 10176.65.1 Flash Version: 28.0.0.161 /run/imageloader/PepperFlashPlayer/libpepflashplayer.so Many Schools would like to have a structure including the School at the top level and compartmentalize the Grades at the Sub Folders.

I wouldn't expect that any action on the Chromium team would need to take place, since the functionality exists within the existing policy. The update would need to take place on the cPanel side of things.

I would also love to be able to reorder the bookmarks in the admin panel. Currently, doing so requires deleting the bookmarks and rebuilding the list in the "new" sequence.
