Making ChromeVox work better with Voice Typing in Docs

Issue description

ChromeVox/Docs: In voice typing in Docs with ChromeVox, we need to add some settings for ChromeVox echo. Right now, if you are using ChromeVox and using Voice Typing, it works pretty smoothly to use your voice to type, but then ChromeVox won't read it back to you unless you then use your arrow keys to move focus (i.e. no longer hands-free). We should have settings that would let you choose to repeat back a phrase or line, or even full paragraph with ChromeVox. Also, we need to make it more clear what keyboard shortcut there is to start listening and stop listening in voice typing. Right now, it just says "click" in the interface, but no corresponding keyboard shortcut. This is super important for ChromeVox in particular. This needs to be done in collaboration with Docs team.
