Regression: Sheriff-o-matic no longer automatically adding labels to chromium.perf bugs

Issue description

Sheriff-o-matic used to automatically add labels for all bugs in chromium.perf tree (I think the label was Performance-Sheriff-BotHealth). Now it no longer does this, making it impossible to track the bugs our rotation files.

+Charlie, Ned for help with priority.

I'd boost the priority of this to P1. Without this, it makes it very difficult to understand the state of our bot health sheriffing, and will be really difficult to track any progress that we make in improving that sheriff rotation over the coming months (which we're planning to work on).
