Will be straightforward once all usages of this accessor have been eliminated. It's possible that these usages will be converted occur via an IdentityManager accessor that SyncServiceBase likewise exposes.

Note that this partially depends on how we handle SigninManagerWrapper altogether; can we just get rid of the "wrapper" notion? See the blocking bug.
