Preview tab in Network does not render HTML

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/63.0.3239.132 Safari/537.36

Steps to reproduce the problem:
1. Fire an ajax request.
2. Return HTML (with Content-Type: text/html) from the server.
3. F12 > Network Tab > Preview, notice it does not display rendered HTML - the Preview and Response tab look exactly the same.

What is the expected behavior?
The preview tab should render the HTML, as the returned Content-Type from the server is specifically telling it is text/html.

What went wrong?
It displayed raw HTML.

Possibly related to: https://bugs.chromium.org/p/chromium/issues/detail?id=767393

I'm sure it did use to render HTML at some stage, can't remember the version. Possibly a regression?
