Traditional underlines with high readability

What went wrong?
Very low readability of underlined text in every latin wariting system since Chrome 64.

Does it occur on multiple sites: Yes

Is it a problem with a plugin? No

Did this work before? N/A

Does this work in other browsers? Yes

Maybe current setting of text-decoration-skip-ink is eye-candy and can by used for good, but it makes descenders very disturbing and hard to read.

This is a request for rolling back the default text-decoration-skip-ink (make it like in Chrome 63) for at least latin based languages.

I agree that we should revert this and fix all the issues with poor underlines before relanding.
