ProfileChooserController is a PO2TS observer. It updates UI when the refresh token is made available / revoked. It also has a flow to remove an account by revoking the token with PO2TS. It also checks whether signin is allowed with SigninManager and passes SigninManager to another class.

Converting this usage will require bringing up several more pieces of the Identity Service client library API (see blocking bugs).
