Unable to reproduce the issue on reported chrome version 64.0.3282.140 and on the latest dev 66.0.3340.0 using Ubuntu 14.04 with the below mentioned steps.
1. Launched chrome
2. Navigated to https://en.wikipedia.org/wiki/Wikipedia:News
3. Hovered on few links randomly.
We are able to see titles at the tool tips when hovered. Attaching the screen cast of the same.

@Reporter: Could you please have a look at the screen cast and let us know if we have missed any steps while reproducing the issue. It would be highly helpful if shared with the URL where the issue is seen.

Hi,

Tooltips on LINKS work fine, but not on SELECT OPTIONS. Here is a fiddle
which demonstrates the problem: http://jsfiddle.net/lsabota/bt3x780j/20/

That fiddle works on Firefox 58.01 on my Ubuntu 16.04 box.

Click on the select to drop the list of options down and hover over an
option.

Checked the issue using the test URL provided in comment#3 by reporter.

Able to reproduce the issue on reported chrome version 64.0.3282.140 and on the latest Dev 66.0.3342.0 using Ubuntu 14.04.
Note: The issue is not seen on Mac 10.13.1 and Windows 10.
As the issue is seen from M60(60.0.3112.30) considering it as Non-Regression and marking it as Untriaged.
