"touch-action: pan-x pan-y" does not avoid pinch-zooming

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/66.0.3339.2 Safari/537.36

Example URL:

Steps to reproduce the problem:
1. Open attached HTML on touch-ready PC.
2. Touch "Swipe here 1" with your first finger, then move it a little to the left.
3. Touch the right of the first finger with your second finger, then move it to the right.

What is the expected behavior?
Pinch zooming should not occur since "touch-action: pan-x pan-y" is set without "pinch-zoom" value.

What went wrong?
Pinch zooming works (see attached movie).

Does it occur on multiple sites: N/A

Is it a problem with a plugin? N/A 

Did this work before? Yes I'm not perfectly sure, but I feel it worked correctly last year. Is this related the issue [ https://bugs.chromium.org/p/chromium/issues/detail?id=632525 ] ?

Does this work in other browsers? Yes

Chrome version: 66.0.3334.0  Channel: canary
OS Version: 10.0
Flash Version: 

Edge has same issue only on "Touch here 2".

Able to reproduce the issue on reported chrome version 66.0.3334.0 and on the latest canary 66.0.3340.0 using Windows 10 and Ubuntu 17.10. 
Note: Could not check on Mac due to unavailability of touch-screen machine.
As the issue is seen from M60(60.0.3072.0) considering it as Non-regression and marking it Untriaged. Hence removing Needs-Bisect label.
