Regression:Scroll bar gets stuck on scrolling the page horizontally via middle mouse wheel.

Chrome Version:66.0.3340.0 (Official Build)Revision cf4b77e4ccc0da994c6322f71863b0d17bb5c99f-refs/heads/master@{#534315} (32/64-bit)
OS: Windows(7,8,8.1,10)

What steps will reproduce the problem?
(1)Launch chrome and navigate to http://www.azurespeed.com/Azure/Download
(2)Click on 3-4 download files,click on 'pause' button from list of download bar.
(3)Press ctrl+J, resize the browser window from R.H.S such that horizontal scroll bar appears.
(4)Now scroll the page via middle mouse wheel (Auto scroll icon is seen) by moving the mouse left to right, observe.

Actual: Scroll bar gets stuck on scrolling the page horizontally via middle mouse wheel. 

Expected: Should be able to scroll the page smoothly via middle mouse wheel.

This is a regression issue broken in 'M61' and below is the manual bisect info
Good Build: 61.0.3132.0 (Revision:479901)
Bad Build:  61.0.3133.0 (Revision:480259)

Note: 
1.Issue is also seen on M-64 Stable/Beta (Build #64.0.3282.140), M-65 Dev(Build #65.0.3325.31) 
2.Issue not seen on Mac(10,12,6, 10.13.1, 10.13.3) & Linux(14.04 LTS)

You are probably looking for a change made after 479930 (known good), but no later than 479931 (first known bad).

The script might not always return single CL as suspect as some perf builds might get missing due to failure.
