Password entry field automatically changing input language

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_3) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/63.0.3239.132 Safari/537.36

Steps to reproduce the problem:
1. Go to log-in (any log in -- Drive, gmail, my bank, anything)
2. Put cursor into password input field (ie in Drive: put in username, then proceed to 
3. Input language automatically changes to another language and English no longer an option (see screenshot)

What is the expected behavior?
To be able to input password using normal language

What went wrong?
Language changes to another language -- in my case, always French. (See screenshot -- English [as well as Arabic] not an allowed input language)

Did this work before? Yes I don't know -- didn't change chrome versions between this working and not working.

Chrome version: 63.0.3239.132  Channel: n/a
OS Version: OS X 10.13.3
Flash Version: Shockwave Flash 28.0 r0

This only happened after I updated to the latest OSx. However, this is specific to Chrome -- it is not happening in Safari or another browser. Just Chrome (in regular and in incognito version). So not sure if the OS update changed it or just something weird with Chrome.

Step 2 did not get finished apologies: Should read "(ie in Drive: put in username, then proceed to putting cursor in password input field (either by tabbing to it, clicking in it, or as in Drive for example clicking "ok" after successfully putting in the username)

Tested this issue on Mac 10.13.3 on the reported version 63.0.3239.132, latest Stable 64.0.3282.140 and canary 66.0.3340.0 and unable to reproduce the issue by following the steps mentioned in the original comment.

Cannot observe change in language on the menu bar when navigated to the password field of any website.
Attached is the screen cast for reference.

Request you to please check and confirm if anything is missed from our end in triaging the issue.

Also request you to update chrome to the latest version and retry the issue on a new chrome profile without any flags/extensions and update the thread with the observations.

Also a screen cast would greatly help us in reproducing the issue and getting to the bottom of this.
Apologies for delay.

Screencast is attached.

I have updated to the newest chrome version and I've done it in a new chrome profile and not in a chrome profile (logged out fully).

Still getting same issue...

I haven't yet tried uninstalling chrome and re-installing but that's where I'm headed!

Retried this issue on Mac High Sierra 10.13.1 and 10.13.3 by following the steps mentioned on the reported version 63.0.3239.132, latest Stable 64.0.3282.140 and Canary 66.0.3343.3 and unable to reproduce the issue.
The language is not changing when clicking on the password field of any website.

Removing the Needs-Bisect label as this issue is not repro at TE end.
Requesting someone from Blink>Input team to please look into the issue and help in further triaging.

Hi - an update, I re-started my computer today and the problem... has disappeared. This is NOT the first time I've re-started my computer since this issue arose, so I'm not sure what is different about it this time. But at the moment now it is completely gone (although I suppose it could just reappear the next time I re-start the computer again!).
