High input (scroll) latency after idle periods

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_3) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/63.0.3239.132 Safari/537.36

Steps to reproduce the problem:
When occasionally scrolling a web page (for instance, when reading an article and scrolling down every ~30-60 seconds) there are often long pauses between when the scroll gesture begins and when the page actually moves.

I've witnessed this on many sites so I don't think its specific to the way the page is built. This began happening within the last 2 major releases.

I have a trace that demonstrates the problem, which is attached. That trace is taken from the following page:

however again this happens on many pages.

What is the expected behavior?
Instantaneous scrolling!

What went wrong?
Noticeable pauses -- in the trace I attached its over half a second.

Did this work before? Yes Not sure, but I believe approximately M61 was OK

Does this work in other browsers? Yes

This may be related to https://bugs.chromium.org/p/chromium/issues/detail?id=801381 but I can't tell -- that sounds like the scroll is ignored entirely not just slowed
That trace has the input events all on, but if you need one with other categories enabled let me know

tom.wiltzius@ Thanks for the issue.

Tested this issue on Mac OS 10.13.3 on the reported version 63.0.3239.132. latest Stable 64.0.3282.140 and Canary 66.0.3341.0 and unable to reproduce the issue.

On navigating to the above given page and other webpages, cannot observe any pauses while scrolling through the pages.
Attached is the screen cast for reference.

As per comment #1, for the  issue 801381 , the fix was landed on the latest Canary 66.0.3341.0.
Hence request you to install the latest Canary, retry the issue and update the thread with the obseravations.

Hi Tom,

It's definitely unrelated to 801381 and I'm not aware of anything similar. From the trace, I can see a ~500ms pause with lots of ScrollUpdates backed up waiting for a swap but unfortunately there isn't much else to go off.

Tom, could you provide another trace with all "Record Categories" (that's the left column in the tracing dialog) turned on? Thanks.
