Unable to download or upload any file after login on my google account on Google Chrome

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/64.0.3282.140 Safari/537.36

Steps to reproduce the problem:
1. Do a clean install of Google Chrome
2. Login in my google account inside profile option
3. Try download or upload any file.

What is the expected behavior?
Download and upload work.

What went wrong?
Unable to download or upload any file after login on my google account on Google Chrome, and make me, go back to Firefox

Did this work before? Yes Yes, but I'm not sure which version. I have not yet got a way to install an old version of Google Chrome via apt-get

Chrome version: 63.0.3239.132  Channel: stable
OS Version: KDE Neon User LTS Edition
Flash Version: Shockwave Flash 28.0 r0

I'm a software developer. It would be of great help if someone can instruct me on the correct way to debug, so that I can provide more useful information.

These are the things I've tried:
1 - Remove all google chrome extensions from my google account
2 - Reinstall Google Chrome
3 - Reinstall Google Chrome and before opening, delete folders ~ / .config / google-chrome and ~ / .cache / google-chrome
4 - Use another distribution to test: The error persists also in Ubuntu 16.04, with Unity interface (which I use in my work)

Please let me know how I can get old versions of Google Chrome so I can find out which version this bug was introduced in.

@wangyix my NetLog is attached.

A new discovery: After click on "select file" to attach, and select any file, the "Attach file" is not updated with the filename.

Tested the issue using #64.0.3282.140 on Linux Ubuntu 14.04 and could not reproduce the issue as per the steps mentioned in original comment. Able to upload and download the files.

Requesting MTV team to take a further look on this issue as we don't have KDE Neon User LTS Edition flavoured machine with Hyd team.

I believe this was a bug in kdialog.
Recently KDE Neon User LTS received upgrade from Plasma Desktop 5.8 to 5.12 version, and after upgrade, the error disappeared, and by conclusion, close this ticket.


Status: WontFix (was: Unconfirmed)
Reporter reports fixed with outside update...
(Can't really see anything immediately relevant in recent kdialog changes though; and the KDE4 version which debian still has seem to work fine for me).
