[Feature request] Video playback stream audio only to save bandwidth and energy

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/64.0.3282.140 Safari/537.36

Steps to reproduce the problem:
Hey guys, 

Would like to suggest a potentially really useful feature for people in low bandwidth countries and folks who want to conserve their battery life with their laptop while not plugged in AC.

Take a look at the attached screenshot.

What is the expected behavior?

What went wrong?
It would be huge to have an option in the context menu to only stream the audio bits of a video and disable the video part which needs a lot of bandwidth and tends to drain down battery easily.

Thanks for filing the issue!

As per comment#0 by reporter it's clear the issue is a feature request, Hence considering it as Feature and marking it as Untriaged for further inputs from Dev team.

Unfortunately this isn't something we can do. It's up the site to stop download of video resources when using MSE and when using SRC=, audio/video are interleaved so it's impossible to continue one without the other.

We do stop decoding video streams in the background to save on power usage though.
