Context menu only have copy url option

Current behavior:
Only copy url option is shown.

Expected behavior:
Long press on any image, user should see context menu with many options. Like "Download Link", etc.

Testing on 66.0.3341.0 and I don't see this behavior.

Steps:
1.) Search "cows"
2.) Navigate to wikipedia entry
3.) Long press on cow picture

I see a full list of context menu options.

Still can repro on 66.0.3342.0. I might be in some finch experiment group, so the behavior is different.

Oh, I found first run flow is not complete so context menu will only have this option in ChromeContextMenuPopulator.buildContextMenu. This is probably expected behavior.
