WebVR version of chrome://dino should have cacti streaming towards user

If a user is using WebVR and suddenly loses their internet connection, instead of getting the normal side-scrolling offline dino game, they should get a WILD, 3D, CACTI AND BIRDS STREAMING AT YOUR FACE version.

I've added this to the VR backlog spreadsheet. We have had discussions around implementing this, but don't have the bandwidth for this just yet. Archiving this until we can prioritize it.
