Tabbing out and back causes the page to crop to a certain size

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_3) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/66.0.3336.5 Safari/537.36

Every URL I have encountered so far

Steps to reproduce the problem:
1. Open a Page
2. Tab out and in (alt tab or just switching between tabs)
3. Then you will see page getting cropped

What is the expected behavior?

What went wrong?
When tabbing around the page in the latest build of canary, my page gets cropped into 1/4 of a page
Also, by refreshing the page doesn't resolve it and/or changing url doesn't resolve, it. Only way is to open a new tab and insert the url again.

I have attached 2 images, 1 is before tabbing, second is going back into the page

Does it occur on multiple sites: Yes

Is it a problem with a plugin? No 

Did this work before? N/A 

Does this work in other browsers? Yes

Chrome version: 66.0.3336.5  Channel: canary
OS Version: OS X 10.13.3
Flash Version: Shockwave Flash 28.0 r0
