VR: System UI flash when launching Chrome from DD home.

With the chrome icon and chrome intents flags turned on, if you launch Chrome from DD home, you'll see a flash of system UI. This is bad and we need to fix it.

VR: Disable window preview on ChromeTabbedActivity when launching in VR.

When the uimode is vrheadset when launching ChromeTabbedActivity,
disable the windowPreview to avoid the system UI showing up while
launching Chrome.
