Paste, Select All, 2D UI appears

Chrome Version: 66.0.3336.0

Device: Galaxy S8+

What steps will reproduce the problem?
(1) Go to google.com, type "bleh" into the searchbox and hit enter.
(2) Enter Chrome VR
(3) put mouse curser next to the text "bleh" on the google.com search results page. A blue teardrop appears attached to the cursor.
(4) Select the blue teardrop.

What is the expected result? If we support the Paste, Select All menu in Chrome VR, it should appear and be clickable in VR.

What happens instead? The 2D Paste, Select All menu appears. See screenshot.

@gordon -- this seems related to your report that the teardrop was appearing instead of the text cursor.  In any case we do need to make sure the copy/paste action UI is suppressed.

i cannot get a repro of this with 66.0.3358.0 and no flags set. nothing shows up when I click the blue teardrop.

@dbbrooks : can you try again w/3358 (most recent canary pushed)?
