Make Browser Actions available for all Chrome channel for M65

Now Browser Actions is only available for dev, canary and default channel. For M65, Browser Actions should be available for all channel then apps use it can be handled by Chrome.

Make Browser Actions available to all Chrome channels

Now BrowserActionActivity is only available for canary, dev and default,
make it available for all channels.
