Mouse drifting and android app notification glitching in the notification tray

Issue descriptionUserAgent: Mozilla/5.0 (X11; CrOS armv7l 10176.65.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/64.0.3282.134 Safari/537.36 Platform: 10176.65.0 (Official Build) beta-channel veyron_minnie Steps to reproduce the problem: 1. Receive a notification from any android app, ex. the youtube app or powerdirector, or anything really 2. move the mouse on top of said notification as if to click on it 3. What is the expected behavior? You should be able to perform actions on or dismiss the notification. What went wrong? The cursor begins to drift and becomes difficult to control, likely resulting in opening the notification or executing an unintended action. Did this work before? Yes Chrome v62/63 Chrome version: 64.0.3282.134 Channel: beta OS Version: 10176.65.0 Flash Version: 28.0.0.161 This is simply an inconvenience and looks very unpolished on a maturing operating system. Perhaps something changed in the implementation of android app notifications recently that caused this to start occurring.
