git cl split: option to create CLs as WIP

(Feature request)

I tried git cl split for the first time today and was very surprised to see that it sends the CLs immediately. An option to create as WIP for those of us who like to give them a look over or run try jobs before sending would be very welcome.

This makes sense to me. It could either be done by adding a --send-mail/-s flag to git-cl-split, just like git-cl-upload. Or it could piggyback off of the existing --comment flag, and only publish the changes for review if a comment is provided.
