Building "all" doesn't work with is_chromecast=true

Issue description

I tried building all chromecast targets today. Normally,

  ninja -C out/gncast

without any target name does that. But for cast, this builds a whole lot of targets that don't build. Toplevel BUILD.gn should be edited to not refer to non-cast targets when is_chromecast is set.


Since this didn't work, I had to find a cast bot, and copy its compile target list ("base_unittests blink_heap_unittests boringssl_crypto_tests boringssl_ssl_tests cacheinvalidation_unittests capture_unittests cast_audio_backend_unittests cast_base_unittests cast_crash_unittests cast_graphics_unittests cast_media_unittests cast_shell_browsertests cast_shell_unittests chromecast:cast_shell chromecast:cast_test_lists content_browsertests content_unittests crypto_unittests gpu_ipc_service_unittests gpu_unittests ipc_tests jingle_unittests libjingle_xmpp_unittests media_blink_unittests media_unittests midi_unittests net_unittests sandbox_linux_unittests sql_unittests storage_unittests ui_base_unittests url_unittests webkit_unit_tests wtf_unittests").

Every other port gets this right, as far as I know.
