A new bug in downloads page was introduced by change https://crrev.com/531608. It causes each download entry to show up twice on the downloads page in some cases.

What steps will reproduce the problem?
(1) In Clank, open the Downloads page, and delete all existing entries.
(2) Stop Clank, and then re-start it.
(3) Navigate to https://www.wikipedia.org.
(4) Open the menu and click on the download button. Wait for the download to finish.
(5) Open the Downloads page.

What is the expected result? A single entry is shown on the Downloads page.

What happens instead? Two identical entries are displayed on the Downloads page. Deleting either of the two entries causes the other entry to disappear as well, indicating they are really the same entry showing up twice.

This bug is causing test case OfflinePagesTest#testMultipleDownloadsOfSamePage to fail in the UI Automation tests, starting with build 9516. Bisecting showed that Chromium revision 531608 was the cause for the regression.
