Regression : [Mac] Overlapping of ’Learn more’ link is observed on a Sad tab.

Issue description

Chrome Version : 65.0.3325.39 (Official Build) 119a6a0e7196713ff08f99c525da0ed3d878adf3-refs/branch-heads/3325@{#224} 64-bit
OS : MacBook Pro (10.9.5)

What steps will reproduce the problem?
1. Launch chrome and navigate to chrome://settings page.
2. Now kill the current tab using chrome://kill and observe the ‘Learn more’ link on a sad tab.

Actual Result : Overlapping of ’Learn more’ link is observed on a Sad tab.

Expected Result : Contents of Sad tab should not overlap.

This is a regression issue broken in ‘M-61’ and providing the bisect using ‘per-revision bisect’ script :
Good build : 61.0.3135.0 (Revision: 480322)
Bad build : 61.0.3136.0 (Revision: 480665)

You are probably looking for a change made after 480508 (known good), but no later than 480509 (first known bad).

Note : 
1. Issue is only reproducible on Mac OSX (10.9.5)
2. Same is working fine on Mac(10.12.6, 10.13.1, 10.13.3), Windows(7,8,8.1,10) & Linux(14.04 LTS) OS.
3. Issue is also observed on Canary #66.0.3336.0, Stable #64.0.3282.140 build.

It looks like this only affects 10.9, so I'm not sure if it's worth fixing. ellyjones@, what do you think?
Status: WontFix (was: Assigned)
That's kind of ugly, but we can't merge a fix for this to M65, and M65 is the last 10.9 release, so WontFix.
