Non-Regression: On screen keyboard is overlapping on devtools when devtools is docked to bottom

Chrome Version:66.0.3329.36/10366.0.0 dev-channel Falco,Celes,Paine
OS:Chrome OS

What steps will reproduce the problem?
(1)Sign-in to user>> Enable On screen keyboard
(2)Open devtools in NTP>> Dock it to bottom>> Open console tab and click to type and observe

Actual: On screen keyboard is overlapping on devtools
Expected: No such behaviour should be seen

This is a Non-Regression issue seen from M62

NOTE: Issue is also seen on M63 stable and M64 beta

Components: -Platform>DevTools
Needs to be fixed on CrOS side.
