Non-Regression: Background screen is seen black when Set profile picture overlay is seen in tablet mode

Issue description

Chrome Version: 65.0.3325.39/10323.12.0 Dev channel Cyan
OS: Chrome OS

What steps will reproduce the problem?
(1)Sign-in to user>> Flip the device to tablet mode>> Open Set wallpaper overlay and observe

Actual: Background screen is becoming blank when set wallpaper overlay is opened in tablet mode
Expected: No such black background should be seen

This is a Non-Regression issue seen from M62
NOTE: 1. Issue is also seen in Report an Issue overlay, Welcome overlay 
      2. Issue is seen in M63 stable and M64 beta also

+Elizabeth, could you confirm what the desired behavior is?

1) The wallpaper picker should be maximized automatically when it's in tablet mode.
2) The wallpaper picker should stay the same in size, and the background should still show wallpaper when in tablet mode.

The black background ('backdrop') seems to be intended. I don't know if we can toggle the default to false here [1]. It seems that all the other windows (those explicitly wanting to have backdrop) already specifie the property here [2], so the default value in [1] only affects the windows in this bug, and these windows do not really want the backdrop?

This is intentional, and was requested by UX (not sure exactly when/who). +kuscher@, jennschen@, sgabriel@ who can give you the answer.
This is the behavior of all windows (arc and native) that do not support fullscreen mode. The right path here would be make it responsive or turn it into something else such as a panel or a system modal.

I would argue in favor of the modal solution (Jenn/Alex?)

This bug has an owner, thus, it's been triaged. Changing status to "assigned".

This won't be an issue for the new wallpaper picker because it supports full screen.

For the "Report an Issue" and the old wallpaper picker, this is WAI.
