What steps will reproduce the problem?
(1)Recover Build, In OOBE screen enable Chromevox(spoken feedback)
(2)Go to ubertray/Bluetooth section >>Click on any Bluetooth device and Observe the Chromevox(spoken feedback) reader focus 'Pair Bluetooth device' 

Actual: Chromevox(spoken feedback) reader focus is seen misplaced
Expected: Chromevox(spoken feedback) reader focus should be seen on the text where it reads.

This is a Regression issue as same is working fine in 63.0.3239.140/10032.86.0 Stable channel Paine

Note: 
1.Issue is not seen in Linux,Windows OS
2.Issue is also seen in M-64 beta and M-65
