What steps will reproduce the problem?
(1)Recover build>> In OOBE screen, connect to network and flip device to tablet mode
(2)In google OS terms page, touch on checkbox for focus to appear on it then open learn more link and close it >> Observe the focus

Expected: Focus should be seen on Learn more link
Actual: Instead, focus is seen on checkbox

This is a Regression issue as same is working fine on 65.0.3299.0/10230.0.0 Minnie
