`git-cl presubmit --all` fails

On V8 ToT (73e7def90795666ba3ce4541421da8cb37a134c9), depot_tools (b13fba7efb083a8bb4b7ed47b876a91df3a010d3):

$ git-cl presubmit --all
Running presubmit commit checks ...
Unified diff did not contain entry for file .clang-format
Maybe your depot_tools is out of date?

I get email for and triage everything in the Infra>SDK anyway, so unassigning from myself since I don't think I'm going to get to this immediately.
