Drag event does not fired when password input is clicked fist

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_3) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/65.0.3325.31 Safari/537.36

Steps to reproduce the problem:
1. Click a password input
2. Drag a draggable div

What is the expected behavior?
drag, dragover and drop event should be fired

What went wrong?
dragstart event is fired, but all other drag/dragover/drop event are not fired

Did this work before? N/A 

Chrome version: 65.0.3325.31  Channel: dev
OS Version: OS X 10.13.3
Flash Version: 

Works on Firefox/Safari

Able to reproduce this issue on reported version 65.0.3325.31 and on latest canary 66.0.3339.0 using Mac 10.13.3, Windows 10 and Ubuntu 14.04 with given HTML file in comment#0.

This issue is seen from M60. Hence considering this issue as Non-Regression and marking as Untriaged.
