WebUI and views implementation of LoginDisplayHost should return the same user list that are visible in the login screen.

This will require integrate UserSelectionScreen with LoginDisplayViews, and then set users in LoginDisplayHost when we  UpdateAndReturnUserListForMojo/UpdateAndReturnUserListForWebUI.
