Steps to reproduce the problem:
1. Enabled import/export at chrome://flags/#password-import-export
2. Exported passwords at chrome://settings/passwords or by executing this in JS: chrome.passwordsPrivate.exportPasswords();

The exported file is: chrome_passwords.csv

What is the expected behavior?
The passwords should be exported.

What went wrong?
The content of the file has only header line:

name,url,username,password

I've got at least 50 saved passwords on the list at chrome://settings/passwords
