Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/64.0.3282.119 Safari/537.36

Steps to reproduce the problem:
I need to link my @google account and my @chromium account

What is the expected behavior?
You do not have permission to view the requested page. 

Reason: User is not allowed to view this issue

What went wrong?
When I try to access the link https://bugs.chromium.org/p/chromium/issues/detail?id=696825 I get this error

You do not have permission to view the requested page. 

Reason: User is not allowed to view this issue

Did this work before? N/A 

Chrome version: 64.0.3282.119  Channel: stable
OS Version:

Need to link @google and @chromium accounts

This looks like permission related issue and unable to do from TE end, hence adding the respective dev and components for it to triage further.

I'm confused a bit by this request.

There are two systems mentioned:
1) Git/Gerrit (mentioned via Infra>Git>Admin component).
2) Monorail aka bugs.chromium.org (mentioned by "What went wrong?").

I've linked donator@google.com and donator@chromium.org accounts on Git/Gerrit, but it won't help with Monorail permissions issue (since Monorail user accounts system is unrelated to Gerrit).

For Monorail you should either:
a) Use @chromium.org account to login (click on the email at the top right, then "Switch accounts"). Your @chromium.org account is already marked as allowed access to restricted bugs.
b) Or if you prefer to continue use @google.com, join this group: http://g/chromium-bug-access using @google.com.
