Chrome OS Version: 66.0.3329.0

First party apps like Files and third party apps like Screen Recorder have their top bars visible in splitscreen (even though they have offscreen top bars in fullscreen tablet). Other apps like Settings work as expected with their top bars remaining offscreen "above" the top of the screen.
