Not all policies are applied, but are visible within chrome.

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/63.0.3239.132 Safari/537.36

Steps to reproduce the problem:
1) Create a Domain Policy and apply the following policies
   AuthNegotiateDelegateWhitelist
   ExtensionInstallForcelist
   ShowAppsShortcutInBookmarkBar
   TranslateEnabled	
   BrowserAddPersonEnabled
   BrowserGuestModeEnabled

2) Verify that chrome is seeing the policy: chrome://policy/

What is the expected behavior?

What went wrong?
At least
   AuthNegotiateDelegateWhitelist
   ExtensionInstallForcelist
are not applied.

Did this work before? No 

Chrome version: 63.0.3239.132  Channel: stable
OS Version: Server 2016

Cause of this issue is the use of the RDS UserProfile

As correctly pointed out there are some issues with RDS profiles. I will just dupe this bug on the mentioned one.
