Disable Save-As PDF feature

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/61.0.3163.100 Safari/537.36
Platform: 10032.86.0 (official build) stable-channel cave

Steps to reproduce the problem:
no such steps exist.

What is the expected behavior?
We want to be able to disable the Save-As PDF option from appearing when printing from a chromebook using the device management console.

What went wrong?
we can't disable this option using the device management console.

Did this work before? N/A

Can we please better understand the motivation for this?
we're looking to prevent our users from being able to saving the PDF externally.

So ok to print a document, but not "save as pdf"? Aren't security issues similar?
