Close icon in the current active tab is badly positioned when opening a new tab in a full tab strip

Issue description

Chrome Version: Canary M66.0.3337.0
OS: Linux, Windows

What steps will reproduce the problem?
(1) Any window with lots of tabs where the tab becomes a wedge and you can't see the favicon / title
(2) Opening a new tab results in a weird tab strip state
(3) 

What is the expected result?
Active tab should be sized to accommodate the close icon. Previous active tab should shrink in size.
Close icon should sit in the centre of the tab.

What happens instead?
Active tab is a thin wedge and the close icon is badly positioned to the left. If you manually switch to a different tab and then back again, the resize happens.

The position of the icon seems to be correct, the redraw if the active tab width is not.
