Cannot issue register/sign command to BLE authenticators twice in a row

navigator.credentials.get/create({publicKey: ...}) succeeds for the first time using a BLE authenticator, but when called for the second time, it times out, unless you activate the BLE authenticator *before* calling the API method so that the GATT connection immediately succeeds.

Re-assigning and de-prioritizing this a bit. AFAIK, we only have this problem on Linux, so it could be a BlueZ issue. I'm not sure what to do if this is indeed the case.
